Data Centers Could Trigger Blackouts 13 Days a Year in Pennsylvania by 2030

Electricity demand from data centers is becoming one of the biggest power-grid issues in the U.S. In Pennsylvania, a state-commissioned analysis released September 14, 2026, says that growth could leave the regional grid facing blackout conditions more than 13 days a year by 2030 in its most severe scenario. The warning centers on Pennsylvania and the PJM Interconnection, the multistate grid operator that serves the Commonwealth and 12 other states plus Washington, D.C.

Pennsylvania regulators released a new reliability warning

The Pennsylvania Public Utility Commission on September 14 released an independent analysis, prepared by Synapse Energy Economics, on electricity reliability in Pennsylvania and the wider PJM market. According to the report summary, the study modeled three scenarios through 2040 and found that PJM fails to meet its resource adequacy standard between 2027 and 2030 in both its reference case and a high-load, low-supply case. In the report’s reference scenario, the modeled loss of load expectation for 2030 is 0.59, nearly six times worse than PJM’s planning criterion of 0.1.

In the most severe case, the modeled 2030 loss of load expectation rises to 13.20, which the report says is more than 100 times worse than PJM’s standard and implies more than 13 days with loss-of-load events per year. Synapse said that outcome is largely tied to surging large-load additions from data centers. The report also says projected new data center demand across PJM between 2029 and 2030 alone would exceed Pennsylvania’s entire 2025 annual electricity demand.

The PUC framed the study as a warning about reliability rather than a record of actual outages. The commission said the analysis shows serious risks if electricity supply does not keep pace with rapid demand growth, especially from large computational loads. That makes the report one of the clearest official projections yet tying Pennsylvania’s data center buildout to quantified grid reliability risks.

For Pennsylvania residents, the report does not say blackouts are certain statewide by 2030, and it does not identify a confirmed list of towns or utilities that would be hit first. What is confirmed is that the study evaluates the Commonwealth inside PJM’s broader regional system, meaning local reliability depends on both in-state conditions and the larger multistate grid. WHYY reported that regulators said the Philadelphia region could face rising outage risk within four years as these pressures build.

The study’s Pennsylvania findings also show the state is expected to remain a net energy exporter in the reference case, though exports decline over time as demand rises. Utility Dive, citing the report, said Pennsylvania exports could drop from about 91 terawatt-hours in 2025 to about 69 terawatt-hours in 2035 and 38 terawatt-hours in 2040. That means Pennsylvania may still produce more electricity than it uses overall while having less cushion to support the wider grid during periods of strain.

The company-by-company and project-by-project exposure is still not fully public. The state has not released a comprehensive list of every proposed or pending data center load that could affect these forecasts. That leaves open questions about which substations, transmission corridors, or utility territories could see the greatest pressure first.

The core issue, according to Synapse and the PUC, is that load growth is accelerating faster than new supply can be built and connected. The report says aging generators are retiring, new resources face deployment constraints, and data center development is adding unusually large new demand in a short period. In the no-new-data-centers scenario, Synapse found PJM stays below the 0.1 loss-of-load threshold, underscoring how central data center growth is to the forecast.

Pennsylvania policymakers have already started responding. On May 27, Governor Josh Shapiro released the state’s GRID standards for data center development, saying projects seeking Commonwealth support must show how they will meet energy needs without imposing costs on ratepayers. The standards say developers must build, bring online, or buy incremental electric capacity and pay the related interconnection, transmission, distribution, and network-upgrade costs tied to their projects.

Separately, the PUC moved on September 10 to examine emergency load control rules and cost allocation as data center demand grows. For residents, the immediate takeaway is not a confirmed blackout schedule but a clearer regulatory signal: Pennsylvania expects much heavier power demand this decade, and state officials are now tying future data center approvals more directly to new generation and grid-readiness requirements.
